I have on occasion destroyed a few higher powers all it did was get me stuck with their responsibilities and detonations from the power vacuum. In making my choices, and psionic abilities more reliable as part of my development it makes for a continuous preparation and defense. In looking for any possible instance of the free will or psionics of anyone else becoming less reliable to that person gives me forewarning of potential threats. In all giving me the best possible position for intelligence and counteraction.

I myself don't like the idea of using Telepathic Suggestion to get someone to do something harmful. However its like the movie "National Treasure" in the sense that in order to help people sometimes you have to go outside your normal ethical boundary so you can learn to help them in the first place (like trying to prevent a suicide, though this is an extreme example). That is how I look at it.

From my experience and in regards to the original question of if being "good" makes you better at psionics. Yes, in the sense that you will do your best in psionics if you feel comfortable with the choices you've made throughout your life and especially in regards to psionics.

I consider myself a darkworker and my ethical/moral code is basically leave everyone alone. Or screw them over before they screw me over. Sorry but the bitter truth of my life has taught me that everyone is out for themselves no matter how virtuous they seem to be. The only way to get better is to practice, screw morals no one really has them and if they do they get run over by everyone else. You think being a nice guy will keep some d-bag from sending some violent spirit from attacking you?

Lol nah I prefer nice guy that can whip all known evil spirits, makes for a better story to. What's wrong with true nice people though?

I doubt Telepathic Suggestion is immoral. If it were, it would also be immoral to walk up to someone and try to verbally convince them of something. They are different strengths of the same thing. As long as the Suggestion is not so strong that it breaks their free will, then they can still chose whether or not to give into the Suggestion.

If someone next to me said, "Hey, you, go step in front of that bus!"
I wouldn't do it. I weighed my benefits from the outcome and decided that they were non-existent.

If a Psion used a Telepathic Suggestion on me which said, "Hey, you, go step in front of that bus!"
I wouldn't do it. I would register the urge to do so, depending on how strong the Suggestion was, but having free will it would still occur to me that there would be no benefits from stepping in front of the bus. I get urges to do weird things all the time, yet I don't give into them. They must all go through a mental registry process first, wherby the mind/conscience decides if the deeds should be done.

The source and manner of the Suggestion end up being irrelevant.

I found this interesting, because your addition of 'including himself' implies the assumption that one would need to figure that in to bring the count up...it suggests you don't believe that Chuck has many friends.

Actually, Uncle Chuckie has a LOT of friends, including Anka, and perhaps even myself, though certainly I would be more of an acquaintance, and not a close friend. He has friends in the psi community, and plenty more outside of it as well. He's the nicest evil guy you'd ever meet. :D

The difference is, I've actually met him. He's fun to hang out with. I sure wouldn't want him as an enemy, lol. Chuck has lots of friends because he treats his friends well.

The short answer to the ORIGINAL question is 'no'. It's completely irrelevant.
